These awards were among the flash-in-the-pan awards given in the early days of the internet. The catch phrase that went with them was "Excellence Without Excess". The award went to people who created pages that were high content or usability without relying on elaborate graphics, since especially at the time, heavy graphics were hard on a lot of browsers.
